Refresh Subroutine

Refresh is called only when Mode changes, or after an advertising message.
It prepares the display by clearing it, then writing those characters which do not change with Update.
It gets its information from the table in EEPROM, which is indexed by Mode.
It is aided by DispString.
It also re-indexes the dial.
